I have a 05 ranger 700, i wanted to know if it was possible to upgrade the ecm to a newer one the doesnt have the cooling fan relay built in.

No, you would have to change the wireing harness as well since that all changed as well. Also you would need the 2007 ecm as well....

There is one thing you can try. You can install a relay between the PCM and the fan, the problem is the ECM looks to see if the fan is connected and the ECM may send a trouble code. I have not tried this myself but a relay between the fan and PCM would take the load from the PCM. If I remember correctly, the PCM is negative switched so wiring it would need to address the negative switching of the PCM. Remember you will need to meter this to verify that this is correct.
