Utility Type Vehicles (UTVs)
The State of Idaho recently adopted a requirement that all UTVs operating within the state for any use outside of agricultural and snowmplowing purposes must register their vehicle and purchase an annual UTV registration sticker.
To accomodate this new law, the Idaho Department of Parks and Recreation (IDPR) implemented a registration process for UTV's in the state of Idaho.
Definitions and registration information is outlined below.

Definition
By definition, Utility Type Vehicle (UTV) means any recreational motor vehicle other than an ATV, motorbike or snowmobile as defined in Title 67-7101, designed for and capable of travel over designated unpaved roads, traveling on four (4) or more low-pressure tires of twenty (20) psi or less, maximum width less than seventy-four (74) inches, maximum weight less than two thousand (2,000) pounds, or having a wheelbase of ninety-four (94) inches or less.

Utility type vehicle does not include golf carts, vehicles specially designed to carry a disabled person, implements of husbandry as defined in section 49-110(2), Idaho Code, or vehicles otherwise registered under title 49, Idaho Code.

Registration Fees

The registration fee for UTVs is $10.00. This fee includes a $1.50 vendor transaction fee.

UTVs can be registered at the Idaho Department of Parks and Recreation including regional services centers, County Department of Motor Vehicle offices and dealerships that sell UTVs.

Legal Opportunity for Operation
UTVs can be operated on state and federal unpaved roads, private property and in areas designated for open travel (sand dunes).

Individuals operating a UTV off of designated State and Federal unpaved roads on an un-maintained road or in an area designated for open travel, must meet the following requirements:

Display a valid UTV sticker.
Muffler and Forest Service Approved spark arrestor. Your muffler must pass 96 db at the half-meter test.

Individuals operating a UTV on unpaved roads that are maintained and managed by a public land management agency must meet the following requirements:

Have a valid driver’s license.
Display valid UTV sticker.
Have valid liability insurance.
Carry proof of liability insurance in vehicle.
Muffler and Forest Service approved spark arrestor. Your muffler must pass 96 db at the half-meter test.
Have a working headlight & taillight after dark/poor visibility.

Non-residents are not required to display a valid Idaho UTV sticker unless the vehicle is operated in Idaho for over 30 days then it must display a valid UTV sticker.

All non-residents operating a UTV in Idaho must meet the following requirements:

Muffler and Forest Service approved spark arrestor. Your muffler must pass 96 db at the half-meter test.

Again, The UTV sticker requirement does not apply to vehicles that are only used on private land for agricultural or snowplowing purposes. If an individual uses the UTV for hunting or for recreational purposes, it must display a valid UTV sticker.

Please contact the IDPR Off-Highway Vehicle Manager at: (208) 514-2411 or by email with questions regarding UTVs or the UTV registration process.
